Starlink Joins Vietnam’s Broader Push to Bridge the Digital Divide

In the rugged mountains of Son La province, where villages are scattered across valleys and ridges, the challenge of connectivity is more than a matter of convenience. It is a question of inclusion, of whether communities can participate in the digital economy and access essential services. The Vietnam’s Ministry of Science and Technology, working with local authorities, has begun to experiment with satellite Internet as a temporary bridge while waiting for the construction of mobile base transceiver stations. This initiative reflects a pragmatic approach to infrastructure development in difficult terrain, where traditional solutions are slow to deploy and costly to maintain.

The plan is straightforward yet ambitious. Villages identified as “white spots”, that are areas with no mobile signal at all, will be equipped with one or two sets of low-orbit satellite devices. These units will be placed in central locations such as cultural houses, creating a shared access point for residents. Once mobile infrastructure is established and coverage stabilizes, the satellite equipment will be relocated to other underserved communities. This rotation ensures that resources are not wasted in areas where permanent solutions are already in place, while still addressing immediate needs in remote clusters.

The urgency of this effort is underscored by the numbers. Son La has already worked with telecommunications providers to extend coverage to 534 villages between 2021 and 2025, representing about 16.5 percent of the nationwide total during that period. Yet the province’s geography continues to pose obstacles. Mountains block signals, populations are dispersed, and many hamlets remain beyond the reach of fiber optic cables. A review of 77 reported areas revealed that 35 villages were completely without service, while others suffered from “concave waves”—weak, unstable signals that fail to meet basic standards.

The distinction between “white waves” and “concave waves” is critical, as it guides investment decisions. Areas with no signal demand new infrastructure, while those with poor coverage can often be improved by upgrading existing systems.

Deputy Minister Pham Duc Long has emphasized that the immediate priority is to eliminate white spots altogether. At the same time, the ministry is working to enhance the quality of service in areas where coverage exists but remains unreliable. This dual strategy reflects a broader vision: connectivity is not just about access, but about consistency. A flickering signal can be as disruptive as no signal at all, particularly when communities rely on digital platforms for education, healthcare, and government services.

The role of Viettel, Vietnam’s largest telecom operator, is central to this plan. The company has committed to completing infrastructure in 17 villages by September and another 38 by the end of the year, addressing a total of 55 underserved communities in 2026. Fiber optic cables will also be extended to central points such as schools, medical facilities, and cultural houses, from which households can connect directly. This layered approach, combining mobile networks, fiber optics, and satellite Internet, illustrates the complexity of building digital infrastructure in diverse environments.

Satellite Internet, particularly low-orbit systems like SpaceX’s Starlink, offers unique advantages in this context. With speeds up to 340 Mbps, the technology is well-suited to areas where terrain makes traditional infrastructure impractical. It can serve islands, mountainous regions, and even airborne or maritime platforms. In Vietnam, Starlink officially launched in August, with localized services and pricing. While some urban residents may balk at the cost, the value proposition in remote areas is clear. For communities that have never had reliable Internet, the ability to connect, even temporarily, represents a transformative opportunity.

Local leaders in Son La recognize that connectivity must go hand in hand with digital transformation. Vice Chairman Dang Ngoc Hau has argued that infrastructure alone is not enough; communes must also be equipped with the tools, funding, and training to implement digital initiatives. The province has proposed a grassroots model, beginning with service points in villages and gradually expanding to households. This strategy acknowledges the realities of rural life, where populations are scattered and resources limited. By focusing on central hubs, the province can create nuclei of digital activity that radiate outward.

The broader implications are significant. Connectivity is not merely about entertainment or communication. It is the foundation for accessing online education, telemedicine, e-government services, and digital marketplaces. In regions where physical infrastructure is sparse, digital platforms can bridge gaps in healthcare, schooling, and commerce. For Son La, building a provincial digital government architecture by 2027 is part of a larger effort to narrow the digital divide between urban centers and remote communities.

The challenges remain formidable. Funding is limited, terrain is unforgiving, and populations are dispersed. Yet the combination of satellite Internet, mobile networks, and fiber optics offers a flexible toolkit. Each solution can be deployed where it makes the most sense, based on geography, population density, and cost. Satellite Internet, in particular, provides a stopgap measure that prevents communities from being left behind while waiting for permanent infrastructure.

Public reaction to these initiatives has been mixed. Some urban commentators dismiss satellite Internet as too expensive, pointing out that Vietnam’s terrestrial Internet is among the cheapest in the world. Others recognize its value in remote areas, where traditional networks are impractical. For policymakers, the challenge is to balance these perspectives while ensuring that no community is excluded from the digital future.
